Frequently asked questions

What does Part L 2021 require for a new-build dwelling in England, and how is compliance shown?

New dwellings must meet Approved Document L Volume 1 (2021 edition, in force from 15 June 2022), which delivers roughly a 31% CO2 reduction against the 2013 standard. Compliance is calculated in SAP 10.2. The dwelling emission rate (DER), dwelling primary energy rate (DPER) and dwelling fabric energy efficiency (DFEE) must not exceed their targets (TER, TPER and TFEE). Building Control expects a design-stage SAP before work starts and an as-built SAP at completion, using the measured air permeability and verified construction details, followed by the EPC.

What carbon reduction does a London major development need beyond Part L?

London Plan Policy SI 2 requires major developments to be net zero carbon, with at least a 35% reduction in regulated carbon emissions on site beyond the Building Regulations baseline. At least 10% (residential) or 15% (non-residential) must come from energy efficiency measures alone, known as the be lean stage. Any shortfall to net zero is met through a carbon offset payment, and the GLA default price is 95 pounds per tonne over 30 years unless the borough sets its own. Applicants must also commit to in-use energy monitoring (be seen) and, for referable schemes, submit a whole life-cycle carbon assessment.
