Frequently asked questions

When does a commercial building need a full SBEM assessment, and when is dynamic simulation required under Part L Volume 2?

SBEM is the approved National Calculation Methodology tool for most non-domestic buildings. The building emission rate (BER) must not exceed the target emission rate (TER), and the 2021 uplift targets about a 27% CO2 reduction against 2013. Non-domestic energy assessors are accredited at Level 3 (simple buildings), Level 4 (complex buildings assessed in SBEM) and Level 5 (dynamic simulation modelling). Buildings with features SBEM cannot model properly, such as large atria, advanced natural ventilation or unusual thermal mass strategies, need Dynamic Simulation Modelling in approved software by a Level 5 assessor.

What evidence does Building Control need to sign off Part L compliance at completion?

Provide the as-built SAP or SBEM calculation, the air pressure test certificate, and commissioning certificates for heating, ventilation and lighting controls. For new dwellings, include evidence of insulation continuity and construction details, such as photographs and product data. Submit the as-built calculation with the as-built specification, because a DER or BER that passes at design stage can fail once the measured air permeability and actual specification are entered. The EPC is lodged after compliance is confirmed.
